Dr. M.S. Bhatt is former professor of Environmental Economics and Head Department of Economics, Jamia Millia Islamia, New Delhi. He has been associated with the University of Kashmir, Srinagar; Jawaharlal Nehru University, Delhi; the Institute of Economic Growth, Delhi; Afro-Asian Rural Development Organization, Delhi; IGNOU, Delhi; the Institute for Social and Economic Change, Bangalore; and the Centre for Rural and Industrial Research, Chandigarh among others. His main areas of Specialization are: Development economics, Agrarian economics, Environmental economics, Research Methodology and Kashmir Studies. Prof. Bhatt was a member of the expert committee for economic reforms (Godbole Committee) appointed by the Government of Jammu & Kashmir. Prof. Bhatt has completed Ten Major Research Projects and acted as a principal investigator in a number of research projects. He co-ordinated two UGC Sponsored Special Projects {(DRS-I) (SAP, for five years)} on Environmental Economics (DRS-I, SAP) and Computer Application Programme (under emerging Area Programme of UGC, for ten years).
Professor Bhatt has a rich experience of teaching and research spanning over a period of 40 years. He has guided 19 Ph.D. scholars and 5 Mp.hil dissertations. He has authored/Co-authored 08 books and published more than 100 articles in national and international Journals. Prof. Bhatt has Participated in more than 400 Seminars and presented papers in many national and international conferences organized in India and abroad. Prof. Bhatt has extensively written on Jammu and Kashmir Economy and Economic Evaluation of Wetlands of North-Western India. Prof. Bhatt has acted as a resource person, member of selection committees, member of boards of management to many national, international universities and research organizations such as AARDO, IGNOU, Central University Jammu, JNU, Central University Orissa, Central University UP, University of Kashmir etc.
Professor Bhatt has remained actively associated, in different capacities in Students’, Teachers’ and Social movements such as FEDCUTA, Coordination Committee of Teachers’ Association of Delhi Based Universities, Kashmir University Research Scholars’ Association, Kashmir University Teachers’ Association, and Jamia Teachers’ Association throughout his professional career. He was president Kashmir University Research Scholars’ Association, Kashmir University Teachers’ Association, Jamia Teachers’ Association and Secretary Jamia Teachers’ Association.

As head, Department of Economic Jamia Millia Islamia, Professor Bhatt introduced new academic programmes and raised the academic profile of the department which was formally recognized by the University’s Academic Council through a formal resolution and by the Eminent Historian Late Professor Musheer-ul-Hassan who was the then Vice-Chancellor of the Jamia Millia Islamia. Professor Bhatt served as full time elected member of Jamia Academic Council for nine years. Prof. Bhatt also was associated with the weekly Greater Kashmir from 1987-89. His latest book (The Economics of Energy and Environment—A Multidisciplinary Approach to Sustainable Development), with Dr. Mohmmad Younis Bhat and Professor Hiranmoy Roy , published by Sage, received highly favourable reviews in academic circles.
